Admin and simple content management system

Hi, I have a web site ready. The web site has unlimited number of categories and subcategories. I want to create an admin panel for the website. I have admin panel where client can view orders and process them. Basically, I want to create admin panel where client can 1) can generate invoice and paking slips. 2) can edit order details. Order details include adding/deleting/editing order items, edit shipping, handling, tax and item price for that order. changing billing and shipping details, editing payment details, add/edit/delete order comments and other order details. 3) can add/edit/delete categories as well as subcategories and product details. 8) Can relate two products. What I mean is cross reference products. 4) can edit store details. Store details contain store information, store policy, tax rate, terms and condition. 5) Can select payment type as well as shipping type for his store. I want to create an admin panel where client can easily create new stores. I have dateabase and front end already created which is talking to the database. I want to create an admin panel where client can personalize the website. Serious bidders please.. Alongwith bidding, please specify how can client make website more customized.
