ASP.net 2 C# Website Incident Logging

I need a website built that I can build upon. The template/graphic design is underway, this is a coding project. The website must be built in ASP.net 2 C# with the use of AJAX where appropriate to notify user of saving details etc. The website **should be heavily secure** and should use built in authentication where possible. SQL Server and Stored proceedures are a must, as are the *data, business, and presentation layers* within the application. The website pages will run one of 3 templates. The pages will be: 1. Login 2. Register Stage 1 - For 4 different user types, fields change on type 3. Register Stage 2 - Veryfication (2 forms depending on type chosen) 4. Incident Log - New (form fields change depending on incident type)? & Edit/Update (edit/update have restricted fields) 5. Forum/Incident Notes 6. Search Incidents (different for different user types) 7. Content Pages From very simple Content Management & Admin 8. Logout page 9. Once an incident is logged some information (like DNS lookup, possible use of web services) should be shown with AJAX and logged in the DB 10. Create a series of word documents from incident details 11. Marketing adverts will be shown depending on incident type logged 12. News table 13. Admin screens for above The pages generated must be search engine friendly. Site must work on **HTTPS** and some pages must be flagged and should not load if not being run over HTTPS.
