Code me a website that is nothing like a Penny Auction

My project is to have a custom website created that allows a new type of online game to be played that revolves around users casting votes. The game is simple and played in two steps:

Step 1) Early each day, users Guess how many votes will be cast that particular day. Votes cannot be cast while Guesses are being made.

Step 2) Later in the day, users return and cast votes. Any user that correctly Guesses the total amount of Votes cast that day wins whatever prize was offered on that particular day. Guesses cannot be made while Votes are being cast.

Each Guess costs a small fee, and users are given a few free votes for each Guess that they buy. But Guesses can only be bought and made early in the day.

Additional votes can be bought at any time, even if you haven't bought or made any Guesses. Votes can only be cast later in the day.

There is a specific time each day for Guessing to end and Voting to begin.

There should be a functioning Account area for users. Each user should be able to view their history of purchased Votes, Guesses made, and prizes won like eBay. Just not nearly as complicated.

****** Attached is a mockup of the functions that should appear on the homepage. Hopefully it will give you a better idea of how the game should function. I'll explain it beginning at the top and work my way down. ******

--- In the top right corner is an area that shows the Guesses that the user has made that day. For example; if the user Guesses that a total of 105 Votes will be cast by everyone then "105" will appear there. If the user makes more than one Guess in a day, a button should appear to list the Guesses in a drop-down box.

Also, a "Make Another Guess" button should appear and be active here while Guesses are being accepted. When Guesses are being accepted, Votes are not. And vice versa.

--- Also in the top right corner is an area that shows how many Votes the user has.

A "Buy Votes" button should also appear and be functional at all times.

--- In the center of the page is a chart that should show the Votes as they're cast. Each row respresents a users Vote. Each row displays 3 things:

1) A specific Vote's number that day.

2) Which user Guessed that that specific Vote would be the final Vote cast that day.

3) Which user cast that specific Vote

The chart should auto-refresh the rows every few seconds with a downard animation like the one seen on the [login to view URL] homepage.

--- To the right of the chart is a timer that resets each time a Vote is cast. If this timer reaches zero, the user that properly Guessed how many Votes were received up to that point that day wins.

Just below that is the "Vote Now" button. When the user clicks it, their name should immediately appear to them at the top of the chart as the most recent Vote cast regardless of of other Votes that may have been cast at the same time by others until, the chart automatically updates again.

Just below that is a second timer that counts down to 1 of 2 predetermined times.

Time 1) When Votes are being cast then this timer should count down to the end of accepting Votes.

Time 2) When Guesses are being accepted, then this timer should count down to the beginning of Votes again being accepted.

--- Below the chart is a second chart that displays the 5 most recent ended items with the most recent on the left.

***Hopefully, the attached image will give you a clearer idea of my project. Ask any and all questions.
