Create .net application to FTP files

I need an application that reads from a csv file with the following columns: Ftp Site, Username, Password, Directory It then sends all the files/folders in a specified directory, which is specified in the config file, to each ftp site in the csv file. If the Directory column is blank, it simply sends the files to the root directory for the user, otherwise it sends it to the Directory specified in the column. This is a very simple project which should take no longer than a few hours. It is very high priority!
