Build iPad-app with socket-connection to C# application

Hello, For a game-application I urgently need a programmer that can build an iPad app for me. The concept is fairly simple. On the iPad there are 3 options ABC. Each option is a button which holds a picture in it. These pictures are stored on a local webserver. Each picture (and preferably also the according button) should be revealed one by one. Next the player selects one of the three pictures by clicking on it. The selected picture or button gets a highlighted border and the choice should be sent through a socket to another application which is in C#. Afterwards, we issue a reset so that the pictures (buttons) are hidden again and ready for the next question. Which button to reveal and what picture it should hold are all being sent through the socket. So basically we have a few commands being sent to the iPad: ResetAll and ShowOptionA, B and C with the url of the picture in it. The iPad application sends a string with the choice which was made. I personally think it's an easy job which can be done in a few hours. But I don't know any Cocoa so I can't do it myself. Please only bid if you can do this today. Please also explain how I can install this app on my iPads without having to go through Apple for distribution as this is a private app only. Happy bidding.
