Charity Fund - repost

I require a simple program that organises peoples votes for a charity fund. Company employees vote on opting to donate 0.1% salary, then each month 5 charity causes are suggested and the employees vote on those. At the end of the month, the highest voted cause gets the money. Will require charity style images and layout to create enthusiasm.
