Obviously, by the project description you gave, there is no way to know how much time it will take. In accordance, I just can offer to you cheap but top quality development, this is, 8$ per hour for a senior developer. I love functional and asynchronous programming, so I love Javascript (and NodeJS, Express and so). But I'm also experienced with Python/Django and Ruby On Rails.
