Algorithm to calculate the present value of annuity

I require an algorithm in c#, java or pseudo code that calculates the following scenario:

What is the starting balance when I require drawings of $25000 per year adjusted for 3% per year inflation over 20 years. The Balance will have an earning rate of 5% per year and these earnings are taxable at 20%. The final balance after 20 years will be 0.

Please be aware this algorithm requires a very high level of Math
