Complete SEO Strategy, Aiming to increase Google Page Rank

We require a comprehensive SEO strategy be put in place for our Australian directory website. Targeting only the Australian market, the project requires a minimum of 80 links be set up with only those in a similar industry among other requirements. The successful freelancer will follow the 'SEO Periodic Table' (please google for further info on this) Currently 75% of our business comes from paid search whilst only a very small portion comes from organic results, this is because we are simply not showing up on the first page of important searches such as "dog minding sydney", dog kennels melbourne" and many others. Of particular importance is our 'off the page' SEO ranking, as that is where we currently lack. We currently in the process of completely rebuilding our website which is due for completion mid-year however this project is to improve our organic search results for the immediate short term. Our ultimate goal is to raise our current Google page rank for our homepage from 3 to 5. This will be the benchmark to determine if the strategy put in place is successful. Please note we are targeting only the Australian market and in particular those with dogs.
