create drag and drop page

Hello DO NOT BID BEFORE YOU READ ALL we have a few pages we want to design which include a drag and drop, i upload the design as attachment please see, what we want is the following 1 - the cells location holder is fixed so you can drag cells only to where the design show 2 - you can drag items from left menu to a cell location and it will take that location and create a new cell for it 3 - if you drag a cell to a location where it already have a cell in it the 2 cells will exchange locations, for example ( i have cell A in location A and i have cell B in location B, if i move cell A to location B the cell B will move to location A and the cell A will take the location B ) 4 - we can edit the name of the cells from front end i hope its clear but if its not clear let me know and ill explain more,
