CAD DXF/DWG to SHP/GDB Online Converter

We have a client that needs to have an online solution/tool to convert (within Wordpress - or a link from Wordpress to the conversion page - which is on the same web server) from AutoCAD DXF and AutoCAD DWG (latest version) to ESRI Shapefile, Geodatabase and Google KML, as well as as SHP/GDB to KML and a KML to SHP/GDB and keep the coordinate systems in place. There needs to be a select from and select to part on the website to allow for the upload and read/identification of only AutoCAD, SHP, Geodatabase and KML files.

The client is looking for something that allows a GUI to read, then the user can select the layers in the AutoCAD file and port them to a specific SHP/GDB/KML layer, as a point, line, or polygon, as well as on the export to be able to name the data set, or append to or merge to an existing data set. When exporting the shapes to SHP/GDB/KML, the user can also add the fields and populate the data (based on a query)

For instance, if the AutoCAD file has a parcel with trees on it and a fence, the user will see that these layers are in the AutoCAD File and can export them to the SHP/GDB/KML as a Parcel (with populating the parcel as a Land Residential Parcel, or Commercial Parcel), then also selecting the trees, and moving them to the [url removed, login to view] within the point feature set of HORTICULTURE, and the trees input are ASH, MAPLE, ELM. The fence will be moved/appended to a selected file as [url removed, login to view] with a Field Name of “TYPE” populated as Residential. The premise is to have a GUI that allows better control (by being able to search and select specific items - and not always all items of the CAD file) of how the data converts to the GIS Data as similar to the FME product for spatial analysis.

Export from website can be made locally to the user to download to their computer.

When the project is near completion, the online conversion MUST have a logon/password via the website that is managed by the Admin of that site. Presently the site has MySQL and PHP running on/with Wordpress on a windows web server.

Security of this page is also important and will need to be undertaken by the freelancer.

Upon close of project, the freelancer will supply documentation and all files associated to the development of this project in order to make future changes, edits or maintenance/debugging.

All items of the conversion process may not be listed and recommendations from the freelancer are greatly appreciated.

This project MUST be completed within 3 weeks.
