Build the Front end for our Website

We want someone who can make the frontend of a website. It needs to be interactive, fluid and responsive. The design should not be cluttered and should be attractive. The website would have approximately 7 pages. 3 of these will use AJAX and jQuery to make it really interactive and the others will, for the most part, be plain CSS and HTML. The idea behind our website and any other information will be given once we have picked one of the freelancers to do the job for us. We have a design in mind so interaction is important. Preference will be given to Indians as it makes interactions a lot easier, but sacrifices can be made if price and quality of work is really good.
