Hello Sir, I have quite a good experience in Photoshop. I have been using Photoshop from a very young age and I have been graphics designers for many software forums. Right now I am working as a designer for an Android App making company. So your request is converting a picture of 20 inches wide to 4 inches. Do you have a soft copy of the picture ? If yes, then it is easier to convert the picture to 4 inches wide size. If you dont, then a scan of the picture should be take. Since taking a scan of a 20 inch wide picture is not possible, I would recommend taking scan in parts. We can stitch them together in Photoshop and then reduce the size.
