Design a T-Shirt - update a current tshirt design

i need a tshirt designed for a college. I have a concept already made, so all i need is for someone to improve on the design. i have attacehd the current design. I also need someone not only to improve the design but put it on a document or file that can be sent straight to the tshirt printers. maybe put it on a background of a tshirt template.
lastly, i need someone to be able to photoshop a man and female wearing the design so others can see how the design would look on them.
