CSS Master with a Sharp eye for design.

I am looking for someone who can create and implement a new design for my website. This person must be well versed in reading and altering CSS code as this will be needed to change the layout of the site. I would like to create an ongoing relationship where I can purchase up to 3 idea designs in the future. The design I am looking for, should change us from our Dark days of Black and move us to a lighter white background.
