Build a Website (Drupal/Wordpress) for Managing an Apartment Building

The site is to function as an intranet for residents, where there is some content only for registered users.
Registered users are also able to book the 2 rooms (cinema and function room). Both rooms requires a bond and the function room requires a payment. Residents are also able to book move-in/out slots as well. Each item that can be booked has fixed timeslots which can be booked eg function room 5pm-10pm 6 days per week.

I am on the Body Corporate for the building and the other provider was sourced by the building management company and taken for approval to the Body Corporate. I said that I wished to provide an alternative myself - which is where you come in.
The requirements state that the website should be a Wordpress site but I think that is the management companies idea since other sites they manage are probably Wordpress. I don't actually care as I represent the Body Corporate and one building. Personally, I would prefer Drupal 8, but if the functionality is not available yet I would fall back to Drupal 7. Proposals using Drupal will be ranked higher that proposals using Wordpress.
The requirements state that anyone should be able to self-register but that really defeats the purpose of having registered users. So in order to handle this I need
1) A quote to the scope as required - this is the price you are quoting for this project on Freelancer.com and is the only guaranteed scope.
2) An additional quote (which you write up in your response) to add functionality along the lines of users can self register but they must answer some questions that only building owners/tenants could reasonably know eg what level is the pool on? how many lifts are there in the building? etc. Ideally, there would be a pool of questions that are randomly presented but I am open other ideas on how this might be achieved. Also, I would like registering users to be able to select whether they are owners (resident or non-resident) or tenants and which apartments they are registering for (could be multiple but from a predefined list).
Do not include any costs or effort for hosting or the SSL certificate.
I will need to see existing site that you have completed.
If you provide a generic or cut and paste response that does not talk about specific items in my requirements then you are probably wasting your time as I want to see responses for my project not your standard response. I want to know that you have read the requirements.
