Build a Website

I need and site where is it does rts on all the account auth under it i am planning to add about 50-100 a/c in it. I need the app to Rt the Tweet which i need to enter as a Link in the app and would only RT if that account is auth. So If XYZ is auth then he can only RT tweet of XYZ a/c not other a/c. The RT has to be undo on its own after 15min. Any particular account can only RT 1 Tweet in an Hr. Only those account can sign in through auth whom i have pre approved.
