Build a Website

I have a website which needs CMS and also other works. need someone who can make a CMS for the website and also finish the application webpage for trainee recruitment. the coding is PHP They have used Pear and Pecl \"Template engine\" and \"Smarty\" for different pages, Java Script and MooTools. Below are the other specifics: 1- CSM 2- Application page for trainee and future employees 3- Media 4- case studies The languages are for the future. I need to have the possibility to translate the content in other languages in the future. However, i would like to know what he meant with redesigning the website. If the price include a whole redesigning on the visual (landing page) ... or something else. Also, I need someone reliable who i can go back to add new pages as/if the company grows i need more pages. Also, i need this person to develop the possibility for adding new languages (if that can be done).
