Design and Coding of a very basic responsive Website in 2 languages - just design no content

I need a basic and slim looking design for a new consulting company. just php or static HTML that is beeing created by a script (prefered) site has to look good on mobile devices, no database or backend required the navigation should include: - about us - our partners/consultants - multiple subpages per consultant linked on the page above - contact (contact form) - projects (what we did in the past) We have limited budget but time. Ideally the page has 2 langugaes and a language switch (DE/EN). We need no CMS or anything fancy. Editing the content of the page is something that is not required. We expect a lorem ipsum dummy text example in the website with a working navigation and a clean url structure. we will provide the url stucture, basic scribbles of the subpages and some content. has to run on a lamp server. please do not offer a wordpress or jomla. we need something very basic and easy to mantain.
