For web application: because it has many complex features and related each other, my plan will be: 1. analyze features to make relational database. this step is most important. 2. Make design in photoshop (ignore this step if you want) 3. make template based on design or mockup on your pdf 4. do functions step by step: Employer, Employee, admin 5. Finish application to show you full demo 6. you give me feedback to finish it. And then we will continue on main website It will build on framework. I recommend Codeigniter.
