Hi I checked your requirement and understand you like to build a website which is similar to adsense or adbrite where 2 type of user will be there 1. Advertiser, 2 Publisher 1. Advertiser will have ads and they will come to the website and post some ads they can select mutiple programe like how many time to display ads, etc. Once they paid ads will be list to the database so admin can see the ads, also admin can block edit, action can performed. advertiser can check all history of their posted ads, how many time been clicked, how many time impression come etc. Also they can see account dashboard 2. Publisher can come to the site get the ad code and placed to there own blog website etc. They can see how many time impression come, clicked happen etc. Account dash board can view. Web security: Invalid click to prevent advertiser, admin will get all the list of invalid click. Admin can have content management options and other all kind of permission to check dash board of user etc. Also set policy like how many impression to get paid for publisher and how many clicks needs to get paid etc Also we need to take a good look of database design and programming structure.
