Creation of a very Simple WP Theme

Looking to have a very simple theme created based on the attached PNG images.
The "Treatment Solutions Network" (word mark) is merely used for illustration purposes and needs to be replaced by the wording "Substance Abuse Counselor" and needs to be moved to the left.
The current slogan ("making connections for recovery" - will be replaced by mine) and needs to be moved to the right. I will add it later.
A generic logo will need to be created to replace the current wings structure in place. I am open to having anything created with the same color combination inplace.
The Features schools section in the Inside page should be editable in WP.
