Design of book 80 pages A4 Size using in-design CS3-ME

I have the book already in Adobe indesign CS5 but it is not designed the text is just there I want it to be converted to adobe indesign CS3-ME in a good design so I can work on it, the size of the document I request is 16.5 cm width by 23.5 cm height ( a little less that standard B5 size ) the contents is in ARABIC so knowing arabic would be an advantage. I expect the designer to send me samples of his/her work and once hired he will create a template for the publication in adobe indesign CS3-ME and send it to me so we are sure it will open at my side without troubles then he/she will convert the contents into this template and keep sending me two or three versions to monitor the progress and have the feedback finally he/she will create the book cover ( title )
