Actionscript 3 Game Prototype

We are currently looking to outsource a AS3 prototype. I require a simple playable swf to be created so I can present my ideas to my managers. The attached images should explain everything that is required of the prototype. The swf needs to look no better then the images provided but it must control and move well. This is especially important for the character in the centre of the screen. Movement and speed need to be fluid.? If you have any questions please feel free to ask me.
