Animated flash graphic for Powerpoint - repost

I am looking to have an animated graphic created that be embedded into a PowerPoint presentation that can play automatically and have a voiceover speak to. I have attached a picture of a mock-up graphic that I would like to have animated – starting with the Leadership filter rotating, then adding Management Systems, next Physical Systems and then Human Behaviours. Then the holes in these filters are to line up with the black line traveling through them hitting the Near Miss, then the Luck filter comes in spinning and when that too lines up the black line travels through hitting the Red Cross = Incident. Successful applicants will re-create the graphic in Flash based on the mock-up and animate accordingly. Successful applicant will receive further detailed instructions in the PMB. Needs to be done within 2-3 days. Thanks.
