CTO - Enterprise level project

We are looking for a CTO - level team of developers experienced in enterprise level projects with extensive experience in symphony, mobile, cloud, and social media, and most importantly with cutting edge technologies that can be integrated into the same to achieve maximum UI functionality and backend efficiency in a large scale project. Qualified teams or team leaders should post their reply. We are looking to create a "you tube" with slight variations, but the development must occur on the cloud and the team chosen must be flexible and capable of working intensively at first. Working with Video is therefore an obvious skillset that all qualified teams must possess, but again, the idea is to leverage cutting edge technologies to maxmize both UI and back end efficincies. We are NOT looking for the lowest bidder, but instead we are looking for the BEST option to complete our task. When considering you bid, let us know how much it would cost you to reproduce YouTube, because aside from a few database variants and UI changes, that is exactly what we want.
