Create a small arduino based plc board in altium

I have few sample schematics in Altium. The requirement is to create a development board using Arduino Pro Mini and it will have relays and IO expansion ports. It will be also connected to another Wifi chip, using the serial pins. I will be providing the altium library for that. I have some basic schematics of relay boards also. You need to take all the components and create a development board.
It won't be very hard if you have designed something around Arduino Pro Mini, basically you need to connect few relays to the arduino and connect the WiFi chip to the Rx/Tx pins of the Arduino. And you need to take out the SPI and I2C pins and the other GPIO and analog pins in a separate header.
The WiFi module full schematics like antenna connectors, capacitors, etc will be provided in altium only.
We will be providing more information after the project timeframe and budget is decided.
Pin 0, 1 - goes to the M-30 wifi Chip.
Pin 2 goes to a 4 pin header, VCC,Pin2,Pin2,GND
Pin 3 goes to a opto coupled input. pc817-el817 optocoupler.
Pin 5, 6, 7, 8 goes to the relays
Pin 4 taken out as digital I/O pins connected through a resistor and a transistor like bc587, NPN2222.
Pin A0, A1, A2, A3 goes to the analog header pins with VCC, and GND strips also.
A4, A5 are the I2C out pins
SPI headers: 9, 10, 11, 12, 13, 3.3V, and GND, NA, goes to a 8 pin header for connecting nrf24l01+

The M-30 GPIO pins are taken out as a separate header.
The Wifi Led, and Power status led indicators should be there. also need header pins for connecting external LED for the same.

The ULN2803 connects to the 4 GPIO pins of the arduino (5, 6, 7, 8) and 4 pins of the M-30 module.
It would be great to design the relay module separately and the arduino, M-30 Module separately.
There are only 4 Relays, the rest of the M-30 GPIO output from the ULN2803 are just taken out as a separate header.
The PCB is 2 layer, with components on only 1 side. all smd components.
Space is a constraint, so I need the project to fit in as small box as possible.
Instead of DC Jack, I am planning to use 2 pin screw terminal for input power supply.
I want the design to be like 2 rectangular PCB.
One contains the pro mini and the M30 and other circuitry
and the other contains the relays module on top of it.
With both PCB connected using a separator and male/Female pins.
