Betfair odds database and API

This project is based in 2 parts and i'm happy if you want to quote for 1 or both. It concerns [url removed, login to view] and soccer match odds betting. If you're not familiar with the Betfair API do not bid.

Part 1. I wish to obtain the last matched price on betfair prior to kick-off for all soccer matches. This requires the use of historic betfair prices available from betfair to create a database. I need to be able to query the database (this can be MSAccess or mysql via a webpage query which i can host) and export .xls files detailing the match and the last matched price for match odds (home, draw and away).

For example, I should be able to request the last matched price for all English Premier league for the 08/09 season showing date, home team , away team, kick-off time, last matched bet time, home odds, away odds and draw odds. Each match should appear on a new row. I'd like to be able to upload the weekly prices file provided by betfair each week (or capture these live if not expensive).

If it's no extra cost to provide this for all sports and markets then please quote for this. I will then be able to import this excel sheet into an excel betting model I have built.

Part 2. My excel model produces bets to be placed on Betfair for upcoming matches. To calculate these bets my model needs the current betfair prices (home, away, draw). It then calculates the stakes to be backed or layed as appropriate. I therefore need a betfair api solution which integrates with my excel model (inputting odds) and reading the bets calculated by my model (as outputs) to then be automatically placed on betfair (after manual confirmation).

The solution must be able to also allow for future integration of other market prices eg betdaq or online bookmakers. This will allow bets to be executed at best available price in the future.

I expect Part 1 is a simpler task than Part 2. Part 1. budget £200 and Part 2 £800.
