Directional Drilling tender consultant

I require an experienced consultant in Directional Drilling up to 1000meters 400 diameter to a depth of 30 meters into the ocean and have knowledge in outfall marine diffusers. I need the person to do Estimates and offer a list of equipment to undertake works and write a methodology of how the job will be done. Work needs to be completed by the 31st January. I will also require daily updates so I know where we are if we need to move quicker.
