DIVs CSS Fix

I need one website fixed, it's CSS Its giving me problems.
I do not want to use javascript at all.

The contact page should have the Copyright bar in the bottom of the page, but as 100%, meaning no scrollbars, as the content of the page is not enough to pull scrollbars. Both the center background, and the borders should go down until the copyright bar.
In the curriculum page, the same behaviour should happen, except that it should place the scrollbars. So everything should be there, the copyright in the bottom, and both borders until the copyright bar.
Rules: No javascript, no tables, only one structure or static design for both pages, i dont want different classes or configurations in different pages, I want to be able to place different content and it will accomodate it automatically.
I dont care about IE6 compatibility, but I do care IE8, Chrome, Mozilla, Safari.
You are allowed to change the distribution or how was implemented the DIVs only in case the layout and positions, sizes in the end doesn't change.
HTML 4.01 Strict Only.
Recommendation: please be really sure that you are able to do it. Maybe try first even before bidding. I have tried numerous solutions but I haven't been? successful? in any of those.
