I think I have the solution for you. First, I do not think that your "information" is right, the problem you have has nothing to do with your windows version.
The problem is more general and has to do with International policies which are enforced in order to prevent SPAM. In your case, because I see that you are located in "Indonesia", you are just unable to use SMTP connections on port 25, but only with servers located in some foreign countries. These connections are by default NOT PERMITTED, and has nothing to do with you or the mail server. The connections are BLOCKED and there is nothing you can do to change this restriction.
But the situation is not so bad, in this case you may use the other SMTP ports available for SMTP communication:
1) Pure SSL (alias SMTPS) on port 465 (use [login to view URL])
2) Submission Port on port 587 (use [login to view URL]).
Of course, if you want to be "smart", you may use the ConnectSSLAuto and it should work. But according to SMTP standards, the solution is to use the ports with the SSL encryption I previously mentioned.
