Convert VBA into Windows based Stand alone program

I'm grateful you have chosen me to work with and as in terms of my usual projects won via Freelancer we are looking at a medium sized one I am happy to offer a 5% discount to you. This will balance out the freelancer markup. The cost is made up as follows: $40/hr * 120 hrs total expected = 4800 * 0.95 = 4560, $4800 total payable by TeamOil Tools in 4 milestones out of which you only need to escrow the first one at this stage, future milestones can be escrowed upon completion of the prior one. 1st Milestone: application UI + installer. 2nd Milestone: complete conversion of VBA logic, save & load documents locally. 3rd Milestone: admin functionality to add/edit master data and application syncing it. 4th Milestone: complete testing of the logic, bug-fixing, final sign-off. I have ample experience of creating application using both in VBA and C#. I can convert the entire VBA stuff to C# (exe). I have few questions 1- Will the program be saving some stuff permanently ? if yes, then we will be using which database, SQL Server ? 2-So the tools that are selected must be defined first , what will be the attributes for tool definition / 3- Please guide a bit about the diagrams. 4-Please send me existing program so that i could look at it and ask questions/suggest solution. I can do that at around 1350, we can negotiate. I am very proficient in c, c++. I have 15 years c++ developing experience now, and I have worked for 5 years. My work is online game developing, and mainly focus on client side, and I knows VBA very well. I used c++ to make many great projects, for example, I made the tools which can convert java files to c++ scripts which has the same effect, of course garbage collection included. I also made our own mobile game using c++, I even can show you the demo of client. Trust me, please let expert help you.
