Compile VLC to support 3gpp AAC and AMR

Hi there!
We want to use the mozilla firefox vlc plugin (under windows) to show content on a web page. This content will sometimes use the AMR audio codec, so we need a custom compile.
We already use VLC to play rtsp:// urls with AAC audio, but need to add support for AMR (or AMR-NB) audio.
Deliverable:
- Compiled VLC Player with support for AMR
- Compiled VLC Mozilla Plugin with support for AMR
Note: Latest version to be used.

The only reason we dont do this ourselves is that we dont have a windows build environment, I don't want to waste time creating one, and I figure you can do it a whole lot quicker.
