directx hook and menu to overlay a fullscreen dx app

i am after a a directx menu to draw over any fullscreen dx app, the menu doesnt need any functions or anything just show over anything, i want it specificly done in visual basic. net , and want to receive the project after payment via source, project i would like a approximate estimate on what its going to cost me, its an app i do not intend to make money on, just for personal use ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased.
