Ad networks expert needed make a report on networks and recommend a network

We have several web sites, of which some are small, large and huge. We are regularly solicited by ad networks who would like to advertise on our sites. We currently deal with the largest (Google Adsense and [login to view URL]) but have ad slots for a third network. We have already dealt with a few of the other networks and have had some bad experiences. As a result, we need someone with knowledge of ad networks to prepare us a list of which ad networks are undesirable and should never be used, and which are the reputable and may be used. Then we need this person to select the best ad networks in order of priority. The best meaning, the ones that give us the best revenue potential (that have the best CPC, CPM, CPE and other factors to maximize our revenues). First you will prepare an excel spreadsheet with a list of ad networks. You will then submit this list to us at which time we will add to this list, the networks who have solicited us. Next you will retrieve the list and begin your research. From your research you will indicate with a rating system which have good or bad reputations, which pay well, and the CPC/CPM/CPE levels, as well as all other factors that may be used to evaluate and rate an ad network.
