animated web header(and navig menu)***neon effect

I am developping a website: [login to view URL] it is under construction so don't focus too much on content but rather on design. I would like to improve the design on the site. Any suggestion is welcome. but most importantly I need to improve the header and footer. I already have an animated file of the logo in .fla and .swf I need you to change the motto on the logo ( cause this one is not gramatically correct), and to connect the neon to the navigation menu; rebuild the navigation menu from scratch and animate it with a neon enlightning effect when we place the mouse over each category. Also connect the search box with wires and make it look like a blue neon when we move the mouse over it. the deliverable will have to be the full header in .fla and .swf format as well as the photoshop file. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
