Create a Wordpress site (static, simple)

Hi, I am serious about the project, and am not going to cancel it. I know my history says 0%, but if you look at it, they are largely mistakes I made. That is, by accident I posted a project. I need this website, however. I would like to create a relatively simple Wordpress based site. It is static, and mostly consist of pictures and some texts. The difficult parts are mostly just creating the right color and such. It will also have a background that changes the images. I will show you PDF's of how it should look like. I would like someone who proficient in Wordpress. I also need help hosting and such. I am a very responsible employer, and I treat everyone very fairly. I understand that you have to make money too and will never cheat anyone. Thank you
