ANIMATED GIF FROM A .txt

Greetings. We need 2 applications wich can create something like the 2 attached jpg/gif starting from a specified "TOP/Header image" and a .txt in a specified directory. Something windows or/and linux compatible, like an executable wich checks the content of a directory for a .txt file and an "header" image/jpg and merge them in a (1) static jpg 220x1000 or an (2) animated gif 176x144 (composed by 3 frames with always the same header but with all the different text). In this way we can put it on a windows/linux server and automatize it's use when needed without the need to program any dedicated "UI". We don't need in this first "version" too many animation in the gif (like the one in the example), If the animation is composed just by a slideshow of 3 images/frames with the same header and different text is already enought. We can use a basic sanserif typefont like the one in the jpg (arial/verdana/tahoma?), a readable one (we will have to find the right size for the font to be viewable in such a small jpg/gif, can we specify the use of bold or any else effects? We will use plain .txt files?). Starting from this first "version" we will need some more customization for each customer, but we need something simple to start to sell around and raise founds for more advanced animations/teamplates.
