Hello, I did a research about your problem and I found out that it is not possible to switch off a device, only reboot it (Note this requires REBOOT permission and OS may cancel it). But if you have a rooted device, IT IS possible.

Hi before we start, you should know that i'm pretty sure that it is not possible to shut down device programmatically, unless device is rooted. You turn on/off WI-FI and different profiles like Airplane Mode, but completely shutting it down is possible only in rooted devices to my knowledge.
