Android App for Photograph File Management

We need a custom Android application that will allow us to manage a large number of photograph files taken with Android device cameras.

The app will function on multiple devices simultaneously, all within the same Network LAN, over Wi-Fi. The app should have a simple interface, designed for comfortable touch-enabled use and viewing with multiple screen sizes and resolutions from phone to tablet.

The app will interact with a Windows Server 2012 computer on the same network. It will query and write data to a PostgresQL 9.1 database running on this server. It will also display jpg images from the server, and copy and rename image files from each camera up to the server, over a simple file share samba connection. The app should deal gracefully with occasional network failures.

The App will have three main workflows, displayed on different but similar screens. The basic framework for all of the workflows is as follows: the user selects a database row using nested queries and drop down boxes. Existing photographs and data associated with that database record are displayed from the file share and db. At the press of a button, the device's camera app is invoked to take a new photograph. Upon acceptance, this photograph is copied to the file share on the server and named according to the database row's data, and the existing photographs (incrementally). In one workflow the data is also added as a customizable label into the image file. In another workflow, additional data is saved to the database based on user input associated with the new photograph. In the third workflow, multiple photographs are taken in a short period of time and all saved together into a specific folder on the server. In each workflow, upon returning to the app, the new photograph is displayed in its proper place relative to the existing photographs. At this point another photograph can be taken with the same record or the database record or workflow can be changed.

You will set up an online shared code repository for us to follow progress and to eventually download and compile the code to be sideloaded onto our devices, using Eclipse. The developer will setup their own local environment, including postgresql. The app should be fully operational by mid May, including our QA feedback.

The code should be clean and well commented. You should be able to communicate well in English. Please indicate which timezone you will be working from.

I am a C++ developer, but I easily adapt to any language or problem. I did several Android applications in the past, and did some server related apps.
