Combating Legionnaires’ Disease – Evaluating the Effectiveness of City & State Management & Coordination
By August 10, 2015 the Legionnaires’ disease outbreak in the south Bronx that started in June 2015 has sickened over 115 people and killed 12 people. Although it appears that the original outbreak has been contained, locating the source of the disease (and the coordination between NYC and NYS required to do so) seemed to be disorganized, contradictory, and contentious. The outbreak prompted legislative and public health activity focused on new regulation designed to ensure and enforce precautionary measures to prevent the start and spread of the bacteria that causes the disease. The administration partnered with the City Council to draft a bill to ward against future outbreaks of Legionnaires’ disease and ensure that quality and public health controls are in place for cooling towers across the city. The new measures include quarterly inspections, noncompliance fines, mandatory cleanings and the registry of buildings with cooling towers with the NYC Department of Buildings.
How effective was government’s (collective) operational response to the need for testing, cleaning, and retesting of water cooling towers in locating and eradicating the disease? Which city and state agencies were involved? What contributed to delays in locating the source of the outbreak? What should local and state government do to improve their ability to ensure that this outbreak is indeed contained and eradicated - and prevent others in the future? How should these improvements in prevention and containment be implemented? How will new regulations need to be implemented to ensure that they are effective? The team should perform their analyses using the managing communication, decision-making & risk management, performance management, and partnerships & collaboration lenses discussed during the semester.
