Android & Apple Developers. I need your help

I want to design an app of delivery/orders kind of an online store.

My app will be a gateway for tens of stores with discount, and I want to charge the end user also based on their usage for the app.

The app allows users to place a certain limited amount of orders per day. Let's say 3 orders per day for free, but after that, the app asks people to purchase a plan so that they will be enabled to place more orders per, say 10, or 50 per day.

The question is that: what are my best options to collect the subscription fees? And can I collect them offline, for example, the subscription fee will be added to the last order that the customer is placing via the app, and the money will be collected through the vendor and sent to me though internal coupon system.

My idea is that the seller will purchase a coupon through me offline, and the app will be able to deduct the subscription fees from the connected users when they place their order, and then deduct that from the coupon money of a specific vendor.
